Senate GOP Embrace Trump's Proposal to Replace Obamacare

US lawmakers are working through the weekend for the initial time since the government shutdown began more than a month ago, but expectations for a bipartisan agreement on how to resolve the standoff appeared to diminish as Republican senators floated a proposal toxic to Democrats: eliminating the ACA, known as Obamacare.

Growing Consequences of Government Shutdown

The impact on Americans from the longest shutdown of the US government in history worsened on Saturday, as government employees went unpaid, carriers were compelled to ground planes and Supplemental Nutrition Assistance Program benefits have been delayed for 42 million Americans.

President's Proposal from Florida Resort

As weekend session got under way, GOP senators embraced a proposal made on social media early Saturday by Donald Trump from his resort in West Palm Beach, for government payments to be substituted by HSA-style accounts.

"My recommendation is to Senate Republicans that the Hundreds of Billions of Dollars currently being sent to profit-driven Insurance Companies in order to save the bad Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump wrote.

GOP Support

Several Republican senators praised the plan, which is similar to a alternative for Obamacare proposed in 2017.

"We will replace this failing program with something that is actually better for the consumer," one senator said.

Another senator commended Trump's suggestion on social media, and displayed a large print of Trump's post as he spoke on the Senate floor.

"I'm writing the bill right now," a third senator wrote in reply to Trump's proposal. "We must stop taxpayer money from going to carriers and instead give it straight to Americans in health savings accounts and let them buy the medical coverage they want."

Democratic Response

Democratic senators shared alarmed reactions to Trump's plan.

"Essentially, Donald Trump's 'proposal' for health care is another cynical attempt to eliminate Obamacare," one Democratic senator commented. "This is the same failed Republican plan that's been rejected by voters and Congress."

Another lawmaker reacted to the criticism of carriers by writing: "Oh, Trump and the Republicans can't stand how the big, bad insurance companies are overcharging Americans. Really? In that case I welcome your support for universal healthcare."

Continuing Negotiations

The Senate went into recess without finding a solution, but Senate Republican leaders have signaled an willingness to an emerging proposal from a small group of centrist lawmakers to terminate the shutdown in return for a future vote on the Obamacare subsidies.

One Democratic senator, who is spearheading the negotiations among moderates, said that Democrats "require another way ahead" after Republicans rejected an proposal to restart the government and continue the payments for a year.

Another leading Democratic lawmaker persisted in arguing that Republicans should agree to a 12-month continuation of the subsidies before negotiating the future of the tax credits.

"Inaction is irresponsible because people will go into debt, people will lose insurance, people will get more ill," the senator stated in a Senate address. "That is what will happen if this Congress fails to act."

Political Dynamics

Not one of the Republican senators seemed to grapple with the fact that patients would still need to buy coverage from the same carriers, or that Republican legislators need the backing of several Democrats to reopen the government, and the concept of repealing and replacing Obamacare with savings accounts is unlikely to earn a solitary Democratic vote.

Some analysts suggested that the core of such a proposal would remove the ACA's mandate that carriers cover patients with existing health issues.

After his golf outing, Trump went back to his private club and doubled down on his demand that Republicans stop seeking compromise and try instead to repeal and overhaul Obamacare with a iteration of the plan that was unsuccessful to secure enough support in 2017.
