Ukrainian President Volodymyr Zelensky States Absence of Definitive Security Pledge from Allies

Ukrainian President Volodymyr Zelensky says Ukraine's partners in Europe have failed to provide solid assurances that they will protect his country in the event of a new Russian aggression.

"I continue to pose this critical question to all our partners and I have not received a definitive and straightforward response yet," he stated to the press on Wednesday.

These remarks follow a day after Britain and France signed a declaration of intent on stationing forces in Ukraine if a peace deal to conclude the conflict with Moscow is agreed.

However, full security guarantees have yet to be solidified. The US, which has been spearheading initiatives to end the invasion, reportedly did not sign such a commitment at talks in Paris on the previous day.

Outcomes from the Paris Discussions

After the Paris talks, which included some three dozen nations that comprise the so-called Coalition of the Willing, British PM Keir Starmer said the two nations would "establish military hubs across Ukraine" to prevent any future incursion, while France's President Macron subsequently indicated a significant number of soldiers may be sent.

Allies proposed that the US would take the lead in monitoring a truce. But the key issue of territorial concessions that Ukraine is being asked to grant to Russia as a component of the settlement terms are still being discussed.

Moscow has thus far remained silent on the declaration made in the city of Paris.

President Putin launched a comprehensive military assault of Ukraine in February 2022, and Russian forces currently controls about 20% of Ukrainian territory.

Zelensky's Shifting Tone

Sir Keir described the bilateral declaration as "an essential component of our commitment to support Ukraine for the long-term".

He added: "It establishes the pathway for the juridical structure under which British, French and partner forces could function on Ukraine's territory, securing Ukraine's skies and seas, and rebuilding Ukraine's armed forces for the years to come."

The Ukrainian leader praised that agreement as a "huge step forward".

Twenty-four hours afterward, however, he appeared less optimistic.

"I perceive the determination, the political will, and that the allies are prepared, and the allies are willing to give us strong sanctions, powerful defense assurances," he said when questioned if European countries would come to Ukraine's aid.

"But as long as we lack such binding security pacts - legally binding, endorsed by legislatures, supported by the United States Congress - this question remains unresolved. And even if they do, you must ultimately depend first and foremost on your own strength."

Unresolved Issues and Ongoing Conflict

Negotiations in Paris were also notable owing to the attendance of US President Donald Trump's peace envoys, Steve Witkoff and Jared Kushner.

One envoy stated the allies "mostly completed" their work on agreeing security protocols.

Recently, the President indicated a settlement was "90% ready".

Questions of land and defense pledges have been at the center of unresolved issues for negotiators.

Putin has repeatedly warned that Ukraine's military must withdraw from all of Ukraine's eastern Donbas or Moscow will take control, dismissing potential concessions over how to end the war.

The Ukrainian President has thus far rejected ceding any territory, but has suggested that Ukraine could redeploy its forces to an established line - but only if Russia reciprocated the action.

Russian forces currently controls about three-quarters of the Donetsk oblast, and some 99% of the adjacent Luhansk region. The two regions constitute the industrial Donbas region.

Attacks have been escalating against cities in Ukraine - particularly targeting energy infrastructure. Russia has also made incremental advances in capturing more Ukrainian territory.

Ukraine has hit back at Russian targets with unmanned aerial vehicles, though with more limited success.
